Specialist in tax policy and tax systems, with a strategic approach and extensive experience across national and international contexts.

Senior Consultant in Tax Systems, Tax Policy and Tax Administration, with over 22 years of experience in fiscal reform, tax administration, public policy design and tax advisory in both national and international contexts.

Throughout her career, she has held senior positions in both the public and private sectors, including Director of Tax Policy at the Mozambique Tax Authority, advisor to the Ministry of Finance, Tax Manager at a multinational mining company, and Team Leader in international programmes funded by partners such as UKAID, USAID and European development organisations.

She has extensive experience in the design and implementation of fiscal reforms, drafting and reviewing tax and customs legislation, negotiating and preparing double taxation agreements, designing tax incentive regimes for investment, as well as in the modernisation and strengthening of tax administration. She is also recognised for promoting institutional dialogue between government, the private sector and civil society.

She acts as a strategic advisor to governments, law firms, international organisations and investors, providing technical legal support in matters of tax planning, compliance, tax litigation, fiscal policy and international cooperation projects.

She is the author of several reference publications on tax and customs legislation and is recognised for her ability to combine technical rigour, strategic vision and deep institutional knowledge, delivering legally sound, effective and results-oriented tax solutions.
